The Letter
Mayor Welch,
On February 5, the City Council voted 6–2 to pause the current developer-selection process for the Historic Gas Plant site and to establish a comprehensive planning framework before proceeding.
We respectfully urge you to honor that resolution and work with the Council to define the City’s planning framework before advancing any particular development structure for the 86-acre site.
That includes evaluating alternatives such as public infrastructure first, phased parcel development, participation by multiple developers over time, or other approaches that may better protect long-term public value.
Defining infrastructure sequencing, parcel strategy, governance structure, and long-term public priorities before land disposition strengthens the City’s position and protects its ability to adapt as markets and community needs evolve.
Planning first does not delay progress. It ensures that progress reflects the City’s long-term interests and the will expressed by the Council.
Respectfully,
The Undersigned
